OK. This fake for several reasons.

1. The USA does not run a "visa lottery" in this manner, although it does have a visa lottery system.
2. It comes from someone you don't know.
3. It simply addresses you as "Dear winner" but does not use your name. And yet, it gives you a "serial net visapassport" which would presumably be unique to you.
4. There is a link to a real webpage of the US State Dept, but you are asked to reply to a free email server, yahoo.com.
5. The email comes from rediffmail.com, a free Indian email server.
6. It asks for personal information but it is particularly an attempt to get your passport copy or passport photo which scammers would love to have. They can recycle it. Or they could become "you".
7. "the United States of America's Code of Conduct and Constitution Vol.176/866:Act 690SN" is legal mumbo-jumbo. It's garbage. It means nothing and does not refer to any actual US law.
8. "Note:Your response/reply should be sent ONLY to the above stated Emailnetwork.This is for security reasons..." yes, for the scammer's security reasons. if you actually contacted the US State Department about this, they would have no idea what you were talking about and they might even tell you that it's fake.
