This is to formally bring to your notice that the contract file in which your name appeared as its payment beneficiary has been verified, therefore, reconfirm the following information for formal approval of the payment of the contract sum [$25Million] by the executive governor of Niger State in your favour.[a] First name and Second name as given on your means of identification , Nationality / State of origin and address, Occupation and Sex / Telephone # and Fax line

Given to the ugly trend in West Africa, the contract of which your name appeared as its payment beneficiary as ascertained by this Commission was not awarded by Federal Government of Nigeria, therefore, Federal Government of Nigeria is not responsible for the approval of the payment of the contract sum in your favor, in view of this, you are advised to be wary of those who parade themselves as Central Bank governors of Nigeria / officials of Nigeria government claiming to be responsible for the release of non-existing funds to unsuspecting individuals with the sole intent of committing fraud.

If, you fail to be wary of the activities of these ill-mannered individuals who hide under the umbrella of Federal Government of Nigeria to devour innocent citizens of the World in your quest to get the payment of the contract sum as stated above
approved and subsequently release to you, Niger State Government and this Commission will not be held responsible.

This Commission was given a time frame to submit your file / all verified Contract inheritance files for payment approval by the executive governor of Niger State, hence, if the time frame elapses, the Commission will have no option than to record the $25Million being the contract sum as a forfeited / unclaimed fund as enshrined in its Act should you fail to reconfirm the information required herein within the reasonable frame of time.

Finally, this letter is not a fraudulent letter given to the channel it came to you as it emanates from the desk of Dr. Suleman M. Abdullahi the Secretary of Niger State Contract / Fund Award Judicial Commission of Inquiry sitting in Minna Niger State the only legal constituted authority by Niger State Government to review Contract / Fund Awards with the view of recommending those due for payment in favor of their ascertained beneficiaries by this Commission for immediate payment approval.

Following the declaration of Niger State Governor, Dr. Babangida Aliyu, in the last executive council meeting of the State, that his predecessor, Abdulkadir Kure, awarded contracts verbally, without documentations which necessitude the setting up of this Commission to review all contracts awarded by past administration from May 29, 1997 and May 29, 2008. This Commission has discovered that Dr.Babangida Aliyu administration inherited $67 billion debts from the Kure administration, and was able to verify only $13 billion of it.

Out of the $13billion verified, this commission has ascertained from investigation carried out that Niger State Government owes you the sum of $25,000,000[Twenty Five Million United States Dollars] emanating from a contract executed in June 1st 2002, which your name appeared as its payment beneficiary in the contract file. As part of the responsibility of this Commission which is to recommend all verified files to the office of Dr. Babaginda Aliyu for formal approval of payment in favor of those their files were varied, you are hereby, advised to send the following information to this Commission without delay as thus;

RE-NIGER STATE 2011/2010 CONTRACT AND FUND AWARD REVIEW PANEL OF INQUIRY/ FIRST AND SECOND QUARTER OF THE YEAR PAYMENT APPROVAL BY NIGER STATE GOVERNMENT.

This is to inform you of the decision of the authority of this Commission as the authority constituted by Niger State Government to coordinate the release of funds to the State 2011 / 2010 Contract fund approval beneficiaries as attended by representatives of Access Bank Plc the appointed paying bank by Niger State Government and Barrister Mike F. Ahamba the accredited attorney of the Commission who is standing proxy for you.

The meeting was convened by the authority of this Commission as a result of an appeal on your behalf by Mrs. Josephine Audu to give a Power of Attorney to Access bank Plc to deduct the cost of making the payment of $25Million as awarded to you by Niger State Government from the principal Contract sum instead of allowing it to be recorded as a forfeited / unclaimed fund in the Commission report due to your inability to finance the process of releasing it to you as a result of lack of finance or confidence in the process for fear of being defrauded given the ugly trend in this part of the World where faceless, ill-mannered and half-baked individuals masked themselves to defraud unsuspecting individuals.

According to her appeal on your behalf, stripping the $25Million contract sum off from you by recording it as unclaimed / forfeited fund in the Commission report as provided by its ACTS will benefit the Commission and its members nothing that serving in the Commission is a divine providence by God to all the members of the Commission to show love to mankind by assisting fund beneficiaries in any way possible to claim their funds as the opportunity to render such help might not come again she added.

After debating her appeal on your behalf extensively, majority of members of the Commission agreed to fashion out a way of ensuring that the $25Million is released to you before the expiration of the deadline given to the Commission to submit its report and it was agreed as stated above that a Power of Attorney notarized in a Court of Competent Jurisdiction where the $25Million originated from be given to Access Bank Plc to deduct cost of making its payment to you as suggested by Mrs. Audu given the limited time available.

In view of this decision, the sum of $100 [ One hundred USD] is urgently required from you for the notarization of the Power Of Attorney in Court by Barrister Mike F. Ahamba conferring the right to deduct administrative charges from the principal sum to Access Bank Plc after which the Bank will release the $25Million to you in accordance with the elected payment method by you.

By this noble decision, the authority of this Commission has demonstrated sincerity and willpower to ensure that you claim the aforesaid contract sum and you are therefore, advised to see it as a great favor and opportunity to claim your fund by being proactive for the notarization of the power of Attorney through making the $100 [One hundred USD] available immediately for it.

NB:ignore any mail that did not emanate from the desk of this Commission for the release of the $25Million to you to avoid making mess of this process as this Commission and Access bank plc will not be liable if the process is hijacked by unscrupulous elements due to negligence on your side.

Finally, call any of the under-listed lines for you to be directed on how to make available the $100 required for the notarization of the letter of authority [ POWER OF ATTORNEY] as soon as you finish reading this mail.
